Democratic Representative Mark Pocan intends to introduce a bill that seeks to prohibit special government employees, such as Elon Musk, from accessing federal funds.

A Democratic representative from the U.S., Mark Pocan, is preparing a bill aimed at prohibiting special government employees, such as Elon Musk, from obtaining federal contracts, thereby preventing them from influencing spending in ways that favor their own interests. The bill, titled the ELON MUSK Act (Eliminate Looting of Our Nation by Mitigating Unethical State Kleptocracy), seeks to ensure that no government employee, special or otherwise, has financial interests in the selection of government vendors. Pocan stated that Musk is a clear example of this type of abuse, citing the over $20 billion in federal contracts he has secured, which, according to him, prevents Musk from acting objectively.

Musk's company, SpaceX, has contracts with NASA and the Department of Defense. Currently, the federal government has established codes of ethics that regulate the behavior of special government employees, although it seems Musk may be willing to overlook some of these rules. These regulations explicitly prohibit special employees from participating in decisions that impact their financial interests.

Furthermore, when Donald Trump took office, Musk was appointed to lead a controversial advisory group known as the Office of Government Efficiency (DOGE), which has authority over various federal agencies that regulate sectors in which Musk has investments. Ethical guidelines also suggest that these employees should not engage in external activities that could conflict with their official responsibilities.

Musk not only leads Tesla and SpaceX, but he is also the owner of X (formerly Twitter), Neuralink, and The Boring Company. His growing influence in federal agencies has sparked public protests and political opposition, particularly after his demands for unrestricted access to these agencies' computer systems, including the payment system of the Department of the Treasury, which manages payments for programs like Social Security and Medicare. In response, Democrats in the House and Senate have proposed a bill to block illegal access to this system, while two unions representing federal employees have filed lawsuits to prevent DOGE from accessing it.
